Movement Voter PAC is a Massachusetts-based political action committee. From January 2023 to December 2024, it raised $52 million. Only 1.2% of its donors are from Minnesota. Its largest single donor gave $10 million and is listed as "not employed." It funds 334 organizations across 26 states.
In 2024, MVP PAC sent $1.6 million to Minnesota. It does not give directly to candidates. Instead, it funds intermediary organizations that support DSA-aligned candidates.
Minneapolis for the Many — the PAC linked to the Twin Cities DSA — raised $213,714 in 2023. Only about one-quarter came from Minneapolis residents (MinnPost analysis). In 2024, 87% of its funding came from Movement Voter PAC. In 2025, MVP provided another $30,000. The group spent $119,000 on staff, fundraising, and polling for DSA candidates.
Faith in Minnesota — ISAIAH's political arm — raised $969,281 in 2024. MVP PAC provided $430,000 (44%). In 2022, MVP provided 75%. Faith in Minnesota contributed $20,000 to Minneapolis for the Many and spent on voter outreach for DSA candidates Stevenson and Chowdhury.
100 Percent Future Fund raised $339,524 in 2024. MVP PAC provided $270,000 — 80% of its budget.

All of Mpls — the main PAC supporting Frey and DFL-aligned council candidates — raised $1.2 million in 2025. According to campaign finance filings, 99% of its funding came from Minnesota residents and organizations. Top donors include the Minneapolis Regional Chamber ($60,000), individual Minneapolis residents, local labor unions (AFSCME, Building Trades, Carpenters), and Lyft ($10,000).
In 2023, All of Mpls raised $963,295. Its largest individual donor was a Wayzata resident who is a longtime DFL donor. More than half came from Minneapolis residents or Minneapolis-based organizations (MinnPost analysis). The group also received a $15,000 transfer from a committee originally formed in 2021 to defeat the ballot question that would have replaced the police department.
Frey's campaign raised approximately $1 million separately, primarily from Minneapolis donors, the local business community, and DFL-aligned contributors. Gov. Walz and Sen. Klobuchar endorsed Frey.
A single Massachusetts PAC — funded almost entirely by out-of-state donors — provided the majority of funding for the organizations that elect and support DSA council members in Minneapolis. That PAC openly takes credit for the result.
